Do I Need a Nitrogen-Reducing System?
Florida requires enhanced nutrient-reducing systems (ENR-OSTDS) in areas where waterbodies are already impaired. These cost substantially more than a conventional system, and the rules changed in ways that surprise a lot of homeowners — including on repairs.

Why Florida Has These Rules
Nitrogen from wastewater feeds algae. Algae blooms consume oxygen, crowd out fish and aquatic plants, and worsen red tide. Florida has roughly 2.6 million septic systems serving about 30 percent of the population, and groundwater supplies around 90 percent of the state’s drinking water. In the springs belt the Floridan Aquifer is unconfined — meaning there is little natural barrier between a drainfield and the water feeding the springs.
A conventional septic tank removes roughly 25 to 30 percent of nitrogen. An ENR system must remove at least 65 percent, and some approved designs reach close to 80 percent.

The Three Approved Technologies
In-ground nitrogen-reducing biofilters (INRBs) are generally the least expensive approved option — a layered media bed that treats effluent as it passes through.
NSF 245-certified aerobic treatment units introduce air to support bacteria that convert nitrogen compounds, tested against a national nitrogen-reduction standard.
Nitrogen-reducing performance-based treatment systems (PBTS) are engineered designs certified to meet the reduction target.
Only models on Florida’s approved lists may be permitted. Your contractor should be selecting from those lists, not proposing something unlisted.
The 2030 Horizon in the Indian River Lagoon
Parts of Brevard, Indian River, St. Lucie, and Volusia counties fall within the Indian River Lagoon Protection Program, created by HB 1379. Within that footprint, every existing septic system on commercial property, or on residential property of 10 acres or less, must connect to central sewer where available, or be upgraded to achieve at least 65 percent nitrogen reduction, by July 1, 2030. Chapter 2026-2, effective July 1, 2026, added that 10-acre limit — before it, the requirement reached residential property of any size.
That is several years out and there is no reason to panic. But it is a statutory deadline affecting a large number of properties, and the practical reality of deadlines is that costs rise as they approach — installer availability tightens and pricing firms up when everyone needs the same work in the same eighteen months. Homeowners in that footprint who plan early, and who watch for grant cycles, will spend less than those who wait.
Grant Money Is Available
The state’s Septic Upgrade Incentive Program paid up to $10,000 toward upgrading an existing conventional system to nitrogen-reducing, in designated Priority Focus Areas across Citrus, Hernando, Leon, Marion, Orange, Pasco, Seminole, Volusia, and Wakulla counties. DEP has since closed it to new applications because its funding is exhausted. The county-run programs built on that money are the live route, and two of them pay more than the old state ceiling: Volusia up to $14,000 and Brevard up to $20,000, with Orange and Pasco up to $10,000.
